This is somewhat similar to mapping textures in a 3D program like Maya. It makes good sense to do repeated details this way.

I think you may have missed a step - I'm assuming the 3x3 grid appears with the use of the Liquify tool? Is that what you're using?

I think you misread.  while using Transform (Ctrl+T) you right click and select Warp, which is a different transform setting, that's what the grid is.

you saved my butt with this. I love to give my ocs tattoos, but drawing them over and over was always a little pain in my butt.

OH MY GOD, THANK YOU SO MUCH!!
I´m atm working on a comic and yesterday I was struggling with how to do character tattoos (since I didn´t want to draw them over and over again in each page) and today I wake up, enter dA and BOOM! Your tutorial is the first thing that shows up. Llama Emoji-03 (Sparkles) [V1]
